[SOLVED] Issue troubleshooting

So two months ago my motherboard shorted out and i now have a replacement and when i put all the components together it still wont turn on(not even the fans spin) is there a way other than the paperclip test to see if its a psu problem because it passed the clip test but for some reason the fans or anything wont turn on is it possible my psu shorted out as well? btw i spilled fluid on the board so could the psu be affected also?

You need a proper PSU tester or to have it tested, paper clip test is not it.
