Question Issue with CPU temps

For the past couple of days I have been trying to figure out what is wrong with my computer and what needs to be replaced. I first noticed the issue when I was playing minecraft and tried to load a shader pack. The game completely froze and crashed. I though this was odd and made sure the versions were correct and they were.

I then noticed that my cpu temps were getting to 100c when trying to load the shader pack. I then downloaded HW monitor to confirm temps with Corsair Link. Confirmed they were reading correctly.

I then installed the Intel Processor Diagnostic tool and this all passed, but the tests would get the cpu to 100c.

Now when playing normally the temps get to about 50-80c depending on the game and how long I am playing for. These are acceptable to me as my cooler is a bit older.

I did recently change some parts on my computer. Put in new 3200mhz ram vs my older 2400mhz ram. I switched back to the old ram and experience the same temps. I also changed to a m.2 nvme, but I don't see how this would be causing it.

I thought the ram would be the issue because it is an overclocked profile to get to 3200 on a z170 chip, but doesn't seem to be the case.

Today I went out and got new thermal paste and have reseated the CPU and applied new thermal paste. Still no change.

My cooler is working as the temps of the cooler site around 35-45c. I can also feel the two pipes and there is a noticeably hot and cold side.

I also experience an issue with my screen randomly going black inside and out of games. I switched the graphics card to a 1060 and didn't see the issue. There could be something wrong with my card, but I think it may be something else since I am experiencing temp issues.

I used to have an i5 6600k in the computer that never got above 75c, but this was about a year ago. I have noticed weird and strange issues ever since getting the i7. I.E. no change in fps and just awkward slowness.

Today I also checked my bios and noticed the @bios was not working to update it. I updated through the bios and it is now up to date, but still experience the issues.

I am baffled by this issue and cannot tell where my issue lies. My though process leads me to think either a CPU, motherboard or PSU issue. HW monitor shows the right amount of power getting to each device so I am not sure.

I notice many issues in the main game I play Forza 7. Randomly the game will drop down to 60fps and stay there till I reset the resolution or another track loads. I also experience massive lag randomly as well. These issues do not occur in any other game so it could just be the game, but I feel like I experience these much more than anyone else (ISP connection 250mbps down and 25 up). This happens on other graphics cards I have tried as well. Game mode in windows is turned off.

I worked in IT for a living and this has stumped me. Willing to do anything advanced and sketchy as I can just reinstall windows.


Any suggestions?

Motherboard: Gigabyte z170-xp sli (rev1.0) (Bios: 22F)
Ram: v-color 3200mhz (timing shows 16-18-18-38 in bios and would not let me adjust in XMP even when set to manual or advanced manual)
Graphics: EVGA 1080ti sc2
PSU: Evga 80+ bronze 850w semu-modular (about 5 years old)
Boot Drive: Cruicial nvme m.2 500gb P2 model
