[SOLVED] Issue with importing/moving Chrome bookmarks ?

I just reinstalled Chrome on my Windows 10 PC. I imported bookmarks from 2 different HTML files. They all imported but Chrome put all of the bookmarks from the second file into an import folder. I would like to move the bookmarks out of the folder into their rightful place. However I am unable to do this. 1) I can't drag the bookmarks because as soon as I go to drag them they disappear. 2) I can't go into bookmark manager and move them because move isn't an option. Cut and paste is an option but that also doesn't work. I can manully, one by one, open the bookmark, click on the star and save them to where I want them but 1) I have a lot of bookmarks and 2) I haven't had to do that before. Any ideas on what is wrong with Chrome? Thanks.

on the bookmark manager, drag and drop the folder(on the left tree) or individual bookmark
