Issue with port forwarding

I've been trying to setup port forwarding on my router for the past couple hours and have nothing to show for it thus far. I have setup the forwarding on the router as well as a static IP for my desktop and the port is still showing as closed. I have a static external IP from my ISP and my firewall is set to allow traffic through this port on both TCP and UDP.

I have no idea where to go from here and any help would be appreciated. If you need any more images please ask and I will fetch them.
 
Solution
The problem is that you have 2 routers in your setup. So you have a double NAT going and that causes problems with port forwarding. You need to pick which one you want to be your firewall/router. If you want your Ubee to be the firewall/router, you need to go into your linksys router and turn off DHCP. Then change the cable so that you hook the cable from the LAN port of the Ubee to the LAN port of your Linksys. Then you would do all your port forwarding from the Ubee router.
If you want your Lynksys to be your main router/firewall, then you need to go into your Ubee router and turn off wireless. Then you need to set the Ubee into bridge mode. Lastly make sure the only thing connected to the Ubee is the Linksys router. You would...
So would my WAN IP be the external IP assigned by my ISP? In that case, no, it does not start with 192 or 10.

My network is cable > Ubee modem > Linksys E4200 router > wireless with LAN to desktop. The wireless feature of the modem is disabled.

To put the Ubee in bridge mode, see below.
1. Connect your computer to your modem via an ethernet cable.
2. Log into the Ubee modem at http://192.168.0.1.
- Username: last 8-digits of MAC address (no colons)
- Password: c0nf1gur3m3
-(unless your ISP gave you a different ID and Password)
This ensures that you are able to access the hidden configuration pages that ISPs might have blocked. Take care in making changes while logged in as this "master" user.
3. Go to TOOLS.
4. Select OPERATION MODE.
5. Enable BRIDGE MODE. Apply the change. Allow modem to reboot.
