Question Issue with rendering on games. weird flickers,shimmers and blur when moving

Recently i have texture trouble on all games that when i move distant objects are super blurry and weird black lines flash over everything.
Im not that techsavy but i tried googling around for multiple days now. Here is what i tried so far: playing with all nvidia settings in the controlpanel,updating/ fresh installing all drivers/ trying different monitors
im using : Desktop PC AMD Ryzen 7 5700X 8-Core Processor 3.40 GHz 16Gb ram Windows 11 Nvidia RTX 3060
it was a pre-built PC cause i dont know much about computers
Example: look at the left side of the block where my crosshair is and the general flickering and blur

From what I can tell with the video, that looks expected. It looks like a low-resolution LOD and limitations of sampling distant objects.

is there anyway to fix this? i havent played that game in a couple of months but i didnt use to have those issues, its also visible on other games too. especially the light and dark flickering of leaves is super headache inducing. I doesnt look so bad in video but its really super blurry and flashing.

Flickering due to sampling issues (which can't be fixed, it's an inherent problem of rendering) may be fixed by either using a higher rendering resolution, MSAA, or some sort of TAA (though TAA can cause a smearing effect instead).

first of all thank you for responding so fast, how do i increase the rendering resolution though? i tried MSAA and TAA and couldnt see a noticable difference. Also do youhappen to know why this problem just suddendly started? it did not happen before.

this is how it is on other games, everything seems to be low res and with low detail until i come close
