Question Issues with access to folders

So the issue is fairly obvious. I have some conflicts within permissions to a folder. I tried troubleshooting by adding admin accounts, authenticated user accounts and SYSTEM account and giving them full access. But when I restarted my system, all of them were gone and I was back to square one. This is more annoying than troubling.

which folder?

Some folders you may not have control over, especially system folders so windows might reset the permissions on those at restart.

It is a normal folder within my external hard drive. The folder contains standard videos. I have complete access to the entire drive. It just this folder that has an issue. There is no software installed on this drive.
