Issues with ASUS RX 480? or maybe Halo wars 2?

I recently purchased an ASUS RX 480 8gb and have been having a lot of problems with it, I thought it was the card so I went back to the store and got an even exchange for a brand new one with no luck..

I wiped windows and reinstalled it to find that it helped a tiny bit.
I am still having some issues on some games such as Halo Wars 2.. which I thought wasn't that intense of a game. I have all the settings on High and I keep render rate at 100%, the game lags a ton, and in Afterburner fluctuates like a mad man.. Seen in imgur: http://i.imgur.com/OH9YCaw.png

In games like BF1 I can put all settings to ultra with small minor FPS drops, but yet it's running Ultra swimmingly, here is what afterburner looks like during that : http://i.imgur.com/g1zvzje.png

Computer Specs:

CPU: i7-2600k

Motherboard: ASrock z68 Extreme3 Gen3

Ram: 16gb DDR3 Ram

PSU: Cooler master v700 watt

GPU: ASUS ROG STRIX RX 480 8GB OC

Please let me know what you all think...? Why does it still lag in Halo wars 2 badly?
 


When I play another simple game like MInecraft it drops frames as well.. something that never happened with my old GTX 770

But also with some research I've seen that others memory clock doesn't always stay at 2000mhz it fluctuates and mine doesn't seem to move at all
