Issues with disk usage at 100%, Nothing fixes it

The disk Usage in the task manager is literally always at 100%. I had this issue in the past, and disabling lock screen notifications solved it for several weeks. However the problem has returned and nothing seems to change it. I have double checked the lock screen settings and they are still off.
I have disabled the background tasks that are commonly causing this problem for others, I have tried reassigning page memory as recommended by several sites, and most recently I have updated my chip-set drivers to the latest version. the only thing I haven't tried is a clean windows install, due to the major inconvenience of re-installing all of my programs. Is there any other ways to fix this without a clean install. Thanks

You could try checking your RAM:

-Click Start, type mdsched.exe in the Search box, and then press Enter.
-Choose whether to restart the computer and run the tool immediately or schedule the tool to run at the next restart.
-Windows Memory Diagnostics runs automatically after the computer restarts and performs a standard memory test automatically. If you want to perform fewer or more tests, press F1, use the Up and Down arrow keys to set the Test Mix as Basic, Standard, or Extended, and then press F10 to apply the desired settings and resume testing.
-When testing is completed, the computer restarts automatically. You’ll see the test results when you log on.
Open up a run dialog by holding down the Windows Key and pressing R. In the "Open" field, enter "services.msc". Look for "Windows Search" and "Superfetch."

Go to each of these entries. Right click on one and select "Properties." In the dropdown box labeled "Startup type," choose Disabled. After leaving the properties window, press "Stop" in the upper left corner. Do this for both.
 
Threads like this have just started popping up all over. They're pointing at KB3201845, the latest Win 10 update. As per this Reddit thread:

It's got something to do with Windows Performance Recorder. If you use an Admin command prompt, this may temporarily (until restart) stop it: WPR -cancel
 
DR Girlfriend: I turned those off the first time the problem arose, and It did not help, I did check again this time and they are still off.
Paul NZ: That was the solution last time that worked for a while, it is still off and the problem has returned.
 


If TMTOWTSAC's solution doesn't work you could try:

Go to control panel/system and security/system/advanced system settings under performance click settings, advanced tab click change, set min to 1024 x your ram to convert to MB and set max to 2 x the min. click set, OK and apply. Requires a restart.

But I suspect you might have tried that already.

Interesting, well lets hope it gets sorted out in future updates... ill try that.
 
Update: did a clean windows install, the problem was still there, so I disabled the settings again and nothing worked, got a Blue screen all the sudden this morning which never happened before with "critical structure corruption". From what I can get from the Internet that has something to do with memory fetching. After the BSOD the comp went straight into an update, if any of this helps narrow down further as to what is the problem I would love to know.
