Question Issues with low gpu usage :(

Hi everyone, i just finished building my pc. I have 16gb of ddr4 3200mhz RAM set to its rated 3200mhz via xmp. I also have a temporary ryzen 2700 (whilst i wait for my 3900x) at stock using precision boost i think, when overclocked to 4.1mhz on all cores it doesn't change my issue. On top of this, i have an rtx 2080 asus oc edition and finally an MSI Gaming edge wifi x570 motherboard. oh also the cpu is cooled via kraken x52 and stayes below 70c

The issue i am having is my gpu is randomly dropping to around 70% usage and stuttering every now and then when gaming (i have tried OC the card and that does nothing i have tried OC the RAM and CPU with no change) i have tried changing in game settings to push the gpu and i game at 1440p i am so confused as to whaty is going on? the cpu if i do not oc it does not go above 3.4mhz but i think that is normal, and when OC on all cores to 4.1 it still stutters. When i say stuttering i mean random fame drops every 10 seconds or so that drop the gpu to 70% or lower ( i have seen 45%) My discord is Savage Simon#6706 if anyone can help it would be hugely appreciated ))))

cpu/gpu temp and usage during the drop?

Temp for cpu is 52 ish constantly and gpu temp stays around 70, the usage for the cpu on drop is the same around 35%-45% and the gpu goes from 95% to 70 or below when it dips. I have an evga 750w gold plus psu. My gpu is 6+8 pin and i have a cable with 8 pins (6+2) connected only using 6 pins in to the corrisponding 6 pin slot aswell as another 6+2 in the 8 pin.

ram and ssd usage?
windows 10? latest build? amd chipset driver?

ram is about 7.5gb usage depending on the game and ssd usage is low and yeah windows 10 latest build and all updated 🙁

so basically the short is that my gpu usage is randomly dropping and causing stutters (every five seconds or so) system specs are an rtx 2080 asus oc edition amd ryzen 2700 at 4.1mhz ddr4 corsair vengeance at 3200mhz 750w gold plus psu x570 msi gaming edge wifi motherboard and a 1tb ssd
i have no clue why the gpu is dipping and it doesnt appear to be the cpu as its sitting at about 40-50% usage, OC'ng the gpu does nothing and neither does OC'ng the RAM. Can anyone help?
I have updated all drivers i have updated bios and chipset aswell as reinstalling the gpu drivers via ddu but still have the same issue.
