Question Issues with RTX 3070 and 4k

Specs:
CPU: Ryzen 5 3600x, (not OC)
CPU cooler: AMD Stock
Motherboard: Micro-Star International Co. Ltd. X470 GAMING PRO MAX (MS-7B79) (AM4)
Ram: 16.0GB Dual-Channel DDR4 @ 1599MHz (16-20-20-38) running in XMP
SSD/HDD: 232GB Seagate ST3250410AS (SATA ) ,465GB NVMe PNY CS3030 500GB (boot drive), 931GB Samsung SSD 970 EVO Plus 1TB
GPU: Gigabyte RTX 3070. Replaced GTX 1660 Super.
PSU: Corsair RM850X (bought 3 weeks ago), upgraded from Seasonic Focus PX-650 (4 years old)
Chassis: old Alienware chassis. Larger than ATX with good dust filters regularly cleaned.
OS: Win 11 23H2
Monitor: Samsung non-HDR 4k TV. Bought 2019. Could spend some time trying to get exact model if someone thinks it's important.

I had a constrained budget so bought the 3070 second hand, under the assumption that I'm running through a TV and don't really need more than 1080p and wanted to try ray tracing.

Card works fine in almost all situations so I'm happy with the purchase but the big issue is that something has gone wrong with it which means that the moment it tries to run any resolution of 2160 and up the thermals spike and the card shuts down.

Seeing as I'm fine running 1080p, and the card even has no issues running 1440p this would not be an issue, except the TV is 4k and so I keep having to change settings because Windows/the TV has randomly decided to raise the resolution. Windowed Borderless (my preferred way of gaming due to a habit of alt-tabbing and listening to podcasts) is also almost unmanageable since no matter what resolution I set the desktop to, games will seemingly at random decide I actually want to run at 2160p.

I'm getting very annoyed and looking for solutions, either in the form of finding out what the sod happened to this card to make it behave this way or ways to force Windows to not decide it knows better than me what resolution I'm trying to game at.

In terms of solutions tried, I upgraded to an 850w power supply and have set every display setting I can find to 1440p or lower.

Please help.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I upgraded to an 850w power supply
If you've thrown/purchased parts at the issue, it's a good idea to mention the make and models of the parts.

What GPU were you on prior to the RTX3070?
