Issues with Steam and BattleNet download speeds...

I've been having some issue with my fibre connection. The connection speed is 70 down and 15 up. The problem only seems to be with Steam and BattleNet. I had no issues with them up until about 4 weeks ago.
I was getting around 7-8mb/s download speed on both platforms. Now I get 1.5-2.5mb/s on both.

If it was just one of them, I would just think it's the client, but given that they both give the same slow speed, I am confused.

I have no issue using Uplay or Origin, both download at the speed that they should. I have tried contacting Steam and Blizzard support, both are useless/clueless.

Has anybody experienced this? Any ideas as to what it may be? My ISP says the line is absolutely fine, and given the fact that everything else downloads quickly, I cannot disagree.

Any help would be appreciated.

I know in Steam you can select servers that are closer to you, I'd try playing with those. For Battle.net I'm not too sure, don't use it very often.

Yeah I tried playing around with those, doesn't seem to make a difference. I just don't understand what the two have in common that would cause this.
