Ive built my 1st pc but bios wont detect hard drives

Yes he did use a meter to check the psu and connected it also to another hdd which powered up fine.

Ah OCZ MXS 700. Not exactly top tier but a decent PSU for sure. Way better than average.

So it's less likely to be a PSU problem. Your tech probably tested for voltage droop... the load spikes would happen too fast for a digital multimeter to register, and few shops would have an oscilloscope.

Just be aware of the PSU as a slightly suspect source in the future, and please check over your case carefully before installing the new drives. Make sure there are no shorts, for instance near the front of the case where the drives are... perhaps faulty wiring in the front panel USB or power button.

I just have a hard time understanding how 2 HDDs and 2 optical drives could all go bad at once without some direct event.
 
Update!!
I wiped my old drives from my old pc, 2 Maxtor 15o gb each, took 1 dvd drive and placed that in my new system...........and they worked.have installed windows 7 and Im now writing this with my new system.
So once I get the replacements for the faulty parts will add them to the new system when they arrive.
