I might bump the cooler up to a Cryorig H7. 'Tis a bit better than the 212. http://www.cryorig.com/news.php?id=67 shows how to get the bracket. Enough to change right before pulling the trigger? No but it's what I'd choose.

The case only has 2 fans included which should be just fine. Leaves room for upgrades should you need it.

The 1080 will easily handle that resolution for years to come. Higher refresh rate?

It'll be a beautiful rig.

Don't buy a cooler at all. The Ryzen 7 1700 comes with a cooler thats better than the 212 EVO, looks cool, and is quiet. It works great, and especially that you're using a B350 board so you won't be overclocking the heck out of it.

A friend suggested I add a fan to the other side of the 212x, should I be okay to overclock on the Cryorig with the stock fan?

What do you mean about higher refresh rate?

The Cryorig is more efficient than the 212. But again I wouldn't even spend the $40 on it, the stock cooler can do it for you that comes in the box. And with a B350 board you are quite limited in your overclocking. Its litrally not worth the $40 unless you really want the tower cooler look. The Cooler that comes with the 1700 lights up Orange with a white AMD logo, it looks awesome and works great even for overclocking. I know because I have overclocked a 1700 on a B350 board with one.

Could you go into more detail about why I wouldn't be overclocking much on the B350 board? I know a bit about the different levels and that you have more freedom on the X370 but I'd like to (and I believe I've seen people) push 4Ghz out of the 1700. Is this still in the realm of possibility on this Mobo and a stock CPU cooler?

I think the PC Mate will be fine for your needs. MSI's PC Mates have been nice and solid boards. Some say only Tomahawk while others will offer some X board or an Asus Crosshair 6. Everyone has their opinions and I have mine. Consider http://www.tomshardware.com/answers/id-3498657/stable-ryzen-1700-standard-cooler.html. The board isn't high end. It's a middle of the road AM4 motherboard solution that has the passive heatsinks and access to power necessary for healthy OC's. I don't see 4.0GHz as unreasonable. Obviously there aren't guarantees with OC's.

Higher refresh rate? I have a 1080p 60 Hz monitor. In short it refreshes it's screen 60 times per second. When there is a LOT going on on your screen such as a high speed race, a football game, fast paced gaming or other fast moving media a higher refresh rate allows for a clearer image. While the resolution is very important the refresh rate can be very important. The same way an IPS panel might be better for Autodesk because they usually handle color better the refresh rate needs to be considered so that that will fit your needs as well.

People have gotten 4ghz out of the 1700, but remember not all CPUs are the same, Thats why its a 1700 and not a 1700X or 1800X.

To get a good OC like that you need better power delivery and some more tweaking options. The board you are getting is a workstation oriented board, and B350 boards in general lose some overclock options you may need to get to 4ghz, aside from not having the power delivery of an X370 board. I'm not saying it won't happen but you should tamper your expectations.

Its a good quality board, but theres a reason they make X370 boards too. Also you don't need to go spend $300 on one, MSI and ASRock both offer X370 boards for about $10 more than the one you are buying.
