[SOLVED] JPG and Start menu won't open

How do I get Start menu to work? I can't get into the Control Panel to fix Start menu or Photo (jpg). I can't use System Restore because the Search bar and Start menu aren't working. I restarted the PC but didn't fix the problem.

Since you've told us nothing about your PC or the history of this problem, there's not really much to recommend other than wiping and reinstalling Windows.

Agree, but I'll add one note: If this computer is important, but you not having any experience installing Windows, then my advice is to bring the computer to a professional repair shop, as there are drivers, software, and taking care that personal files isn't wiped as well in the install process.

I've never had this problem. Windows 10 is up to date, 32 GB RAM, 64 bit OS, 4.10GHz Intel CPU 465 GB hard disk.

I got Start menu to open. I did a System Restore thru Task Manager and it worked.
