Hello, putting together a budgeted gaming computer for a friend in the days now between Christmas, I'd just love any input any of you might have on my choice of components.

CPU -Intel Core i5-6500
GPU -XFX Radeon R9 390 8GB GDDR5
COL - Cooler Master Hyper 212 Evo CPU
MB - Asus Z170-P D3
PSU - Corsair CX600 V2 600W
CAS - In Win 703 Midi Tower

Best Regards

Your build will work as is.
As a matter of preference, my thoughts:
1. I5-6500 is an excellent pick.
2. Vengeance is a brand, and you pay extra for it. skylake does not depend on fast ram.
Buy the cheapest 2133 or 2400 kit of 2 x 8gb. Heat spreaders are marketing and not useful.
3. BCLK overclocking of non k haswell chips is available on asrock motherboards. I would buy that option.
do some research there. Look at a M-ATX size; they are often cheaper. Dual graphic cards are not a good
upgrade option.
4. skylake runs cool; you can use the stock cooler. Under load, you might like the hyper212 better for less noise.
5. I like NVidia Maxwell cards better. They run cooler, and take less power.
GTX970 would perform similarly...

GTX970 would perform similarly and need only 500w.

6. CX psu's really are ok, but why not buy a better quality seasonic or xfx unit.

7. Lastly, if you love the case, buy it. They last a long time. Bust your budget if you need to for a case you love. I like Silverstone cases.

You will have a 2mm clearance. I feel like that gets a little too tight. I wouldnt risk it.
