Question Just built a new computer but I have not been able to get my Windows 10 tool to boot up! Please help me out

So I built the computer, down below are the specs, and I just want to know what I should do, I have a disc but this PC I built does not have a disk drive unfortunately so I'm not sure what I should do I also put a few pictures below to see if maybe that could help. When I turn on my computer with the bootable USB inserted I click F11 and boot the USB from there and then it proceeds to stay on the blue window screen forever until I force shut off, I've been messing with it quite a bit hopefully I'm not frying my power supply.

Define forever,for a raw disk that never was touched windows will do a very lengthy setup procedure on the disk.The bigger the disc the longer it will take.

I've left it for upwards of 30 minutes, I'm going to try to leave it for an hour+ to see if it works and I'll get back to you its just that there no loading circle with little dots or a percentage or anything which is what concerns me.
 
When you first boot you should get a "agree to terms" and the start of the setup screen. I think your USB drive isn't set up correctly in that I believe it's trying to boot Windows from there, not install.

How did you make the USB?
Do you have a working PC available?

I used the media download tool from the windows file and downloaded it straight onto the USB drive from my HP laptop, here's the link https://www.microsoft.com/en-us/software-download/windows10ISO

I just tried an external optical drive and I got the same blackscreen with the blue window.
 
So, you have no storage drive in the computer at all? Correct?
If you leave the USB or Optical unplugged you get a black screen with text at the top saying no boot device detected hit any button to continue type thing?

Yes I have a Seagate Barracuda 1TB Harddrive but I have no optical drive which is where you put CD'S, however I tried an external optical drive and still have had no luck
