Just built a new PC, but it's having display problems?

Just ordered and built a new PC, parts list below, but the display is being very uncooperative to say the least. I can see everything on screen, but as soon as the screen has an update, it takes about a second to register and display that update. It's hard to describe, but it happens while playing games, watching videos, even scrolling on a page. Whenever it needs to show something new, I can see a line move from the top of the screen to the bottom of the screen showing the updated image. It doesn't render use of the computer impossible, however very un-enjoyable seeing as it was meant to be a gaming PC. Is it possible that I'm experiencing all these issues because Linux doesn't have the correct drivers for the new 7th gen series of Intel processors? Or is there something else going on here? Any help is much appreciated, thank you!

OS is Linux Mint 18 Cinnamon.
If this is indeed an issue with the OS, could somebody please assist me in installing Windows 10 on this PC? I have a USB with the IO burnt into it, but can't seem to get the computer to boot off of it.

Another odd sidenote: Steam and Steam games are accessible on the new rig for some reason.
 
Not sure about the first part... very well could be a driver issue.

in terms of booting from the USB, it needs to be plugged in to a usb2.0 port, not 3.0. Also, go into bios and change the boot order to select your usb stick first.
 


Should have mentioned I've done both of those already, yet it still doesn't seem to work and immediately skips to the SSD. Should I erase Linux from the SSD first to ensure that it doesn't try to override the Windows boot?
 


Very sorry about that wait, I sent a message but I guess it never went through. The issue is that as I said, the GPU isn't actually in my build yet, and I am currently running off of the iGPU. I do have an old 9600 GT laying around that I don't use anymore however. Should I plug that in and see if it fixes the issues, because then we know the iGPU was the cause?
 


As of now I currently do not have my hands on another hard drive, wish I did though. I'm perfectly fine with wiping the current one however, just don't know how to do so.
 
Sorry, but this is all new territory for me. I'm in SPM but I don't know what to look for. Also, I do not have the RX 470 as of yet, I'm running on the iGPU of the i5 7400, Intel HD 630, so AMD driver will not help.
 
Well, I suppose it's good news that whatever problem I have can be fixed, but I still don't know what I'm looking for. I see a lot of different things, some have device in the name and some have device in the description, but I don't know what's what. Is there any specific label or name I should be looking for?
