Just built a (Seemingly) great gaming PC, however low FPS on everything?

My friend I just build a computer using a GTX 1070 Ti, AMD 2700 3.2 ghz 8-core, 16gb of Ram on a ASUS BOG Strix 350B motherboard. I tried playing Rust and the FPS was wild. My temps are fine and even on lowest settings on Rust I barely get over 40 fps. Are my parts not compatible?

Parts:
GPU: GTX 1070 Ti
MotherBoard: ASUS ROG STRIX 350-B
Processor: AMD 7 2700 8-core
RAM: DDR4 2 x 8gb
Power supply: Bronze 450 or 550 watts

So a lot of people are encountering this issue with Rust. My first suggestion to you would be to roll back your updated drivers for your 1070 Ti and install older drivers and run a test on that. If your parts were incompatible, you would definitely know that.

When playing Rust, open up your task manager and view the physical memory usage percentage and CPU percentage. My only suggestion aside step 1 would be to increase your RAM.

Got it! I just wiped my whole computer because I did use and old hard drive and ssd on this new rig. I'm going to go home and update my driver's and get back to you! Also, I didn't mean to downvote that, it was an accident!
