Keeping power to USB when PC is off

I have a new build using the MSI z97 gaming 7. In my prior builds the USB ports continue to feed power to devices when the system is off. This is no longer the case. Is there a windows or BIOS setting that I should be looking at? One thing to note this is my first build with an MSI board. Thanks in advance for any help you can provide.

under power settings, go to very advanced and there should be something related to usd power saving.

I think this is to do with energy efficiency standards about devices when powered off. Have you tried to see if they will charge in sleep mode?

tagged, since i have the opposite problem - my USB ports feed power even when shut down. i have a USB LED lamp connected and it would be nice if it turned OFF when the system is off as well.
