Don't open new threads for same questions. In end of all, what is your question about? Is this homework question, or what? You have a project and you're wondering what OS to use?

Both Windows and Linux kernels support multiple processes, and have to divide somehow the resources between these processes. This is what the kernel is doing. You will be probably better served by a general textbook on Operating Systems, rather than asking this kind of questions.
