kernel power error 41 no bug code or dump crash

hello as per the title I am having random restarts in relation to the kernal power error 41 task 63 code. no BSOD even with restart on crash disabled. when i look into the bug code it is all 0 for bug code and parameter. I go and look in my crash dump folder and nothing shows up related to the restarts. no other error/critical/warning message show up either.

here are my system specs
i7-4790k 4.0ghz
gigabyte z97mx- gaming 5 BIOS: F6
gigabyte gtx 970 windforce
ballistix 4x1 DDR3 (friends known good ram, same problems occur with my ballistics 8x2 DDR3)
WD 1TB HDD
samsung 250 evo ssd
windows 7 64bit home premium
evga supernova 750g 80+gold


I have had this problem for a few months it seems to get better and get worse. at its best i can play anything from dark souls to rocket league for hours before a restart and at its worst it will do a boot loop right after POST.

TROUBLE SHOOTING SO FAR:
I have done a clean install on both my HDD and SSD both have the same restarting problems.
I have tested/RMAed/replaced every component besides the storage and the same problem is still happening.
i have used memtest86/furmark/cpu tests (not prime95 but i cant remeber)
tried ram in different slots
I got new power and data cables.
I have not done any over clocking or bios manipulation
I took all the components and cleaned the contacts/fans/made sure of no bent pins.
updated all drivers
disabled multiple audio/video drivers to minimize conflict
checked/watched temp and voltage logs nothing jumps or is too hot at time of restart.

I am really out of options on this one my pc worked fine for 3 months then it started restarting weekly then daily then i started to trouble shoot it and its been going back and fourth from boot loops to letting me play games.

one thing i think is weird is when it was getting bad after it restarted the first time it would ALWAYS restart while logging into my desktop or a few minutes after logging into my desktop. the only way to fix that problem was to go into bios and exit with out changing anything or leave the pc off for a few hours or a day. this would happen even on clean installs.

at the moment I am using my original install of windows, i can watch netflix and browse (so far no restarts) but once i try to play a game it will restart.

thanks for any input I really dont know where to go from here.
 
error code 41 just means PC restarted and windows doesn't know why. No BSOD = not a windows restart problem.

its hardware but figuring out what could be fun, as you replaced everything... what do you plug into? a surge protector or just wall?
 
I haven't messed with any voltages but in bios it says my cpu is set to 4ghz but it's been running at 4.5ghz. I don't know if it's providing the right voltage but I've tried to manually set it at 4ghz with voltage on auto but restarts still occur. I am pretty much a nub at this part so any help would be appreciated.
 
UPDATE: power strip did not work. I remembered that my 970 is factory over clocked so i decided to look into that. i can get it to crash if i try to run furmark. right as i hit go it crashes and this time it went into a boot loop for about 8 restarts before it loaded into the "windows did not shut down properly" screen. I have tried looking for what the windforce 970 is supposed to run for its clocks and voltage but i cannot find it. if anyone knows those numbers or can find them any help is greatly appreciated.
