Keyboard and mouse not working when windows boots up after a PC reset

Exactly like the title,the mouse and keyboard works fine in BIOS but when windows starts loading they just stop working i tried a lot of things but nothing till now..
I got this problem after doing a full computer reset,but when the computer boots up i need to enter things like my language etc.. but im stuck here cause of my problem.

do you have a ps2 mouse & keyboard?

are you using the USB 2 connectors on motherboard? usually at back of case

what motherboard do you have?

do you have a win 10 installer? If not, on another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

change bios order so it boots off USB first, hdd second
boot from installer, on second screen, choose repair this pc, not install
this loads advanced start up
choose troubleshoot
choose advanced
choose start up settings
this opens another menu with choices, hit the restart button
next menu, choose a safe mode, doesn't matter which
pc will restart in safe mode
right click start menu
choose device manager
under the USB controllers, is there one showing with a yellow warning triangle in the bottom right of the icon?

if so, right click it, uninstall

confirm

Then under Action drop down, "Scan for hardware changes"

then restart and see if mouse/kb work

Thank you,i don't have any ps2 mouse and keyboard,about the motherboard its an 970 gaming ATX AM3+

i downloaded the media creation tool but i got no idea on how to make a win 10 installer in the USB ?
