keyboard and mouse not working

my mouse and keyboard not working log in screen and i cant enter safe mode too it and working on bios settings my os is windows 10

Did you try to take it out of USB port and then plug it back in while it is on? Did you try another USB port? Did you make any changes to your computer? How did it stop working?

I had that happen after Windows 8 to Windows 8.1 upgrade and nothing would fix it- I had to reinstall Windows.
