Keyboard and mouse shut off after booting with new motherboard

I just built a new PC, and I carried over the HDD from my old PC, including the OS. Whenever I boot up, my keyboard and mouse are working, but once the Windows 7 screen pops up, they shut off and I cannot do anything.
The motherboard I have is a MSI B150M Mortar, and as previously stated, I run Windows 7.
Neither my mouse or keyboard works in safe mode, and even if I try to boot from the Windows 7 disc to perform a reinstallation, the current installation shuts off my input devices once the Windows files load and I cannot navigate the menu to reinstall Windows from scratch.
I really do not want to go through the trouble to put my components back in my old system and work from there, so is there anything I can do from the BIOS that could fix this? If I were to install a completely different OS such as Linux (which I could download from another PC), could I work from there to uninstall Windows somehow, so that I could then perform a clean install? I really don't know my options here.

It's always advised to format your drive prior to migration and perform a reinstallation of your OS and in this case you shouldn't be experiencing the issue as you've stated above if you're trying to attempt a reinstalltion without formatting your old copy of Windows 7. Have you made sure your BIOS for your motherboard is up to date? One of the features on your motherboard is to update your BIOS while in BIOS. Instructions are listed in the link given above.

If you have a second pair of peripherals in your household, it'd be a good idea to use them to see if the issue is...

If you have a second pair of peripherals in your household, it'd be a good idea to use them to see if the issue is with the ports, essentially the motherboard, or that the peripherals are glitchy. Do note though, your peripherals are hooked up to the native USB2.0 ports under the PS/2 port correct(assuming you're running with USB peripherals)?
