Keyboard letters coming out numbers only in Explorer in the address bar

Using Windows XP I am getting random numbers (sequentially going up pressing the same key) when I type into the address bar. However from a search place or entry form the proper letters display as I type them. Any ideas?

Have you tried a different keyboard? Different USB port?

Also, check if you have something like Comcast Guardian or w/e security software installed, it's been known to cause issues. (Uninstalling the said software will fix the problem)
