Keyboard Not Working - But Mouse Is

Hello,

I have been trying to dual-boot W10 and Elementary OS / ubuntu / Mint and have been having the same problem with all three distros. My keyboard does not work.

I can navigate my BIOS just fine with keyboard and can also navigate the GRUB screen (not sure is this is the term, example screen here: https://i.stack.imgur.com/FfEwE.png) but once I load into the actual OS my keyboard stops working but the mouse is fine.

Steps I've taken:
-switch from UEFI to Legacy boot = no change
-enable xHCI handoff = no change
-different USB port = no change
-keyboard drivers are up-to-date (no discrete drivers, only uses newest generic keyboard controller)

Hardware:
MSI B250M Pro-VD
Intel G4560
GTX 1050 Ti
Azio L70 Levetron Keyboard

I have not yet, and I'm trying to avoid having to use multiple keyboards for different OS if I can. But I will try using a cheap keyboard tomorrow night.
