Question Keyboard not working

Hi all. I just bought almost an entirely new system, new MSI Z390 Gaming MB, an Intel i7 9700k, cooler, and a new Intel SSD, and I got a brand new copy of Windows 10 (my previous system had windows 7). I have formatted my old harddrive, but I left it unplugged so I could put my OS on the SSD, but every time I try to set it up, my keyboard does not work when I'm prompted to "Press any key to boot from CD." I can go into the BIOS, and have enabled Legacy USB, with no success. Some help with this would be appreciated. I'm praying that I don't have to use a PS/2 keyboard that I don't have. and you using the usb 2.0 port not the 3.0 port?

and the installation media is the latest from MS website?

I’ve used the 3.0 on my motherboard and the 2.0 on my front panel. No luck
Edit: I also tried every possible port, even one on my media reader. Nothing
