L.A. Noire fps drops

Hey my fps is dropping in la noire when i look down the street and when standing in front of an enterable building, it drops to 22fps and stutters a bit, is that CPU or GPU problem?.Game-debate says that i can play on medium-high but whatever settings are applied its the same. Specs:
Celeron G530 2.4ghz
GT630 ASUS 2gb 128bit
6gb DDR3
WIN8.1 pro 64bit

Never mind everyone i forced the vsync fomr control panel its all good now, ill leave this thread if anyone is having this problem
