lack of fps

Hello everyone i have ths problem and i cant find solution to fix it..so my laptop is acer aspire 5920 with sepcs:Intel(R) core duo CPU T5750 2x2.00 Ghz RAM 4gb windows 7 32bits and ATI Radeon card.The problem is that i meet the minimum requiments for most of the games i play but even in minimum settings i cant get more than 30-35 fps and the game lags a lot(and when a lot of people are in one place fps drops to 10-15).How can i fix that?

All you can do is lower the graphical fidelity.

When publishers state "minimum system requirements" that doesn't necessarily mean that the game will run at the graphical fidelity or frame rate you want.
