Can a computer be damaged over time from dips in power from a wall outlet?
Example: When a dishwasher, washer, drying machine, hair dryer, heater, etc turn on and causes all the lights to flicker, can a PC be damaged from this over time?

Yes, power dips, as described, can be detrimental to PCs. I would suggest getting a UPS to connect to your PC to act as a buffer for these situations.
