Itz becoz of the processor and some whwt of ram your ram must be atlest 4 gb ddr3 or 2 and while playing games you must first free your un required processes from task manager .. and then start the game..

If you have 2 graphics cards that might be the problem. Try to find an option for Dual Cards or atleast disable one of your graphics cards since the computer can't focus on the game with two of them.
1 game=1 graphics card
 
-Uninstall programs that you don't need
-Close background programs when playing games
-Check your antivirus- I havd problems with FPS when using Avira AntiVir, now I'm with Avast and it's running smooth
-Hold WinKey+R, type in 'msconfig', and go to startup, uncheck the programs that you don't need to start automatically
-Disable windows services (Control Panel>Administrative tools>Services, or get AVG PC TuneUp to set your PC up automatically, I recommend it)
-Get malwarebytes and scan your PC
-Scan for viruses
-Remove junk files, make sure you have enough space
-Don't run browser while playing
-Update GPU drivers
-Run with compatibility options set
-Disable theme for the game window
-Decrease resolution/texture quality
-Disable GFX
-If you are running on laptop, make sure there's space between the surface it's placed on
IF YOU STILL HAVE THE PROBLEM(S), THESE MIGHT BE THE CAUSES
-Processor/GPU are failing to do their job right
-System getting overheated
 
i think the problem is the whole build of your pc ... having crossfire 2 power hungry gpu paired with a power hungry cpu with low single core performance and expecting all this power to be delivered from a 650w PSU it's the problem.. a 650w psu cant deliver so much power ..so the gpu's arent running at their max , and they bottleneck ( i guess ). plus a lot of games dont use more than 2 cores and your cpu's low single core performance cant cope with the demanding games you are trying to play.. so i 'd suggest you buy a more powerfull psu750w or 800w , and try to overclock your cpu :/
 
This problem happened with me recently. Where I used to get 2000 FPS (BROFORCE DEMO) I now get 15 FPS.

The main reason is CPU Temperatures. My CPU Cooler Fan was broken into pieces because of some reason so I had to run without a cooler. Assassin's Creed 4 on Minimum (800 x 600, MINIMUM or OFF) I was getting 10 FPS and on the same extreme (1920 x 1080, MAX) I was getting 10 FPS.

The second reason can be a setting randomly changed by you. It can be the mobo's BIOS, the Clock Speeds of your CPU and GPU, a Framelimiter or a background process eating away unnecessary CPU power.

Check your CPU Temps while you're gaming and just "RESET" EVERY SINGLE SETTING on Each part of your computer.

It will then run absolutely fine like 60 FPS. I had these two reasons come at the same time. I use the ASUS P8Z77-V Board and I accidentally turned off the EPU and TPU Switch and it was causing bad lags. Something similar can be your cause, reset everything to default.

And if all this doesn't work, get your computer checked by an expert.
 


Disable one of your graphics card, and check your CPU temperature, try not to put it next to a radiator,
make sure there is no powerful magnetic objects next to your CPU, make sure your fan is working correctly.

I had the same problem, you need to go into settings in windows and make sure you are using full power and not balanced, I dont know how to get in there its somewhere in control panel you can search it on google
 
I am pretty sure your PSU isn't powerfull enough to handle 2 AMD Radeon cards. I would recommend upgrading to a 750 watt PSU. But first check your drivers and make sure your pc isn't full of junk that shouldn't be on your pc.
 
I think I know what the problem is. The power target of your GPUs is limited due to some reason. Download GPU Tweak and see how much the power target % is while playing games.

I've recently been in a problem that playing an old game causes my GPU's power target % to be limited to 50%.
Then it doesn't matter what I do, I have to restart to fix it.

GPU Usage is 99% with low FPS but power target is limited to 50%. This could sure be your problem.
 
I was going to ask you if this is really a high end build but then I looked at the date when it was posted 😀
