Question Lag spikes, GPU not being full used, decreased performance

PC specs:
Windows 10
AMD Ryzen 5 2600 six-core 3.40 GHz
8GB RAM
GeForce GTX 1060 3GB

Basically, I get lag spikes in certain games which either make them unplayable or very annoying. My GPU is using <20% in the task manager midgame, memory is at max and processor is working fine. I done a stress test for the GPU and it worked fine, odd thing was, I could definitely hear a difference in the fans performance, for example the program used the GPU to its maximum capability while games do not. I don't have FPS problems, its just the lag spikes.

I've done a virus scan, not a full one but I could probably do one tonight as it would take a long time with all the data I have on the computer. The graphics card has been set to maximum performance in the Nvidia control panel, and I run most games on max settings. I have checked and there is no power options which decrease GPU performance, other than the BOOT UI which I will check if needed.

League of legends has become quite the problem to run, csgo is fine, siege is fine, RUST is completely unplayable and a recent annoyance was Metro exodus where I had to put graphics on lowest settings and even then I have lag spikes.

Running Chrome on games that are on my HDD, for example siege, makes chrome and siege unplayable, though running games on SSD and having chrome lets the game run fine but chrome has slow performance.

TLDR:
GPU never goes above 20% in video games, even games which require it.
