Lagg problem? PLEASE HELP

also my computer occasionally slutters and my mouse cursor takes forever to respond when i open task manager. not sure if that is related.

gtx1080
16Gb ram
msi z270 A pro mother board
500 GB SSD
650 W psu

Is it happen in other games also if no. Then it is due to some files in the game which are not good sometime when you download a game then due to some network issue the files get corrupted.

okay so im not sure why people aren't responding to my post but i am going to try one more time.

i currently just built a new computer and am having some lagging issues with it. So what happens is if i do something like open task manager or ive been running a stress test on my cpu through cpuz, my computer lags like crazy. I mean i move my cursor and 5 seconds later it moves on my screen. I have windows 10 and ran performance monitor and whenever this would happen it would be at 100% usage for my cpu. I do not get this lag when i play video games or my vr headset even, just when i do silly things like stated before. And it occasionally will happen when im loaded something like a web browser. my temps are fine and never go above 70 C with the stress test and my cooler.
so am I having an issue with windows 10? should i reinstall? is it my cpu? is it my ram? I mean im at a total loss here and I am fairly disappointing that i just built this pc.
one thing i want to add is that when i was installing windows 10, it froze right at the end saying restarting computer, so i did it manually which it says never turn off, but everything loaded fine. idk if thats it?

my specs are

Windows 10
i7700k
h100i cpu cooler
MSI gtx 1080 duke
Corsair Vengeance RGB 16 GB ram 3000mhz
500 GB SSD 850 evo with about 140 GB left of space
MSI z270 A-pro mobo
650W psu

i can give any other information needed.

Sounds like something corrupted in your Windows 10 installation process. Try to doing another fresh install.

Are you installing Windows on the SSD? If so, how come there's 140GB of space left? Did you not format the SSD prior to installing Windows on it?

Well that's with all of my programs installed. About 5 normal games and 6 vr games...I mean when I installed the os I deleted the old partition on the drive and reinstalled it. Did I do something wrong?
My computer has been dropping fps on codww2. Could the windows 10 be that issue too?

So even though I'm loading windows fine with no blue screens or crashes there could be some issue still? I always thought if it didn't install right your pc would crash all the time.

Would just try a reinstall included with an SSD format to see what happens before trying or concluding anything else.

quick update, i just had the freezing happen and i was running resource monitor and the disk levels were at 100% when the lagging. Could that mean i have a bad ssd?

It's possible, but we'll look further if a Windows reinstall didn't fix it. Just trying to see if It's software related first, by reinstalling Windows that will be clear.

Okay installing a fresh copy now. So this doesn't always happen only occasionally, the only time it happens every time is when I stress my cpu. Is that totally normal because it makes my usage 100% or should I wait until it does it the other way?

so after a few days now of testing my problem hasnt happened since! it was definitely something wrong with the installing of windows from before. no lagg when opening task manager or even when i stress my cpu. I also feel like my temps are lower for my cpu as well!
