Laggy webcam - is the GPU to blame?

Hi folks. I'm new to this forum, but every time I rephrase my question on Google, it always directs me here - so I figure you're all experts here!

I have an HP XW8200 (3.2 Xeon, 4Gb RAM, NVidia 4400/5400 GPU) that used to be my Avid Media Composer edit suite back in 2009. It's been a 'box in the corner' for years, as it's comparatively slow nowadays. However, I want to re-purpose it for one thing - to use a webcam to watch myself row on an indoor rower. (Not entirely for narcissism - also for analysis). For this, i have a standard Samsung monitor AND a NEC projector (which shines in front of the erg, so I can watch what I'm doing).

I bought a Lychee USB webcam from Amazon (first mistake?) and hooked everything up. The problem is, it's either blurry or laggy depending on the software I use.

For instance, Debut plays in real time - but there's loads of motion blur. Yawcam is clearer but a good few seconds behind. Both of which aren't great! I need it to be blur free, lag free and 30 frames per second (well, 25 to be honest, but most of the software settings are 30).

I've got to figure the dual xeon 3.2 should be enough to handle a simple webcam! It's a fresh Windows 7 install with very little else installed so I don't think it's an over-burden of background processes.

The reason I think it's the GPU is that when I run 'RowPro' (rowing racing software, which is pretty graphic hungry) the webcam is terrible. It's down to about 5 frames per second WITH a 2 second lag too!! Turn off RowPro, and it's back to just blurry or laggy.

The 4400/5400 is a good card for video editing - but I wonder if it's up to much for anything else? Sniffing through other posts on here, I found suggestions that match the 8200 like the ATI 5850. However, I may know how to row a sub-7 2K - but I sure as poop don't know anything about video cards.

So if anyone has any advice? I'd love to hear from you!!

Just to answer my own question, I bought a Radeon 5850 and installed it today (if anyone else has a xw 8200 and is thinking of doing the same, it works well, but you need to get a 2x4 pin to 1x 6pin cable to be able to provide the two power cables into it).

Going into the Webcam software, at first, it was exactly the same. Then I turned off Auto exposure, which reduced the exposure, and it is smooth (this wasn't the case with the old Graphics Card.)

It's about 12 frames behind, so I still have to play with settings, and it's a bit on the dark side, but it's better than it was!
