Laggy Windows Graphics

I just installed a Samsung 850 M.2. I cloned my previous drive and began using the M.2 drive for WIndows 10. Now, the graphics lag. Dragging windows, loading circles, everything is jumpy. I read some things on the forums about having trouble with cloned drives. So, I downloaded a tool to do a fresh install of Windows, and it's still doing it. Before I did all that, I also tried getting updated graphics drivers.

This is a brand new PC that I built, and it was working fine with the old SSD.

I-7 7700k
GTX 1060
16GB RAM

Temps are good on CPU and GPU. I did do a slight overclock, but I don't think that's the issue, because this all started with the new drive.
 
Also, when I uninstall the drivers, the problem goes away. But, as soon as I reboot, and the drivers reinstall, or I install new drivers from the NVIDIA website, the problem returns. Now I kind of wonder if it has something to do with the M.2 drive at all.
