Question laptop 3080 not working properly all of a sudden

hi i own a GP 66 laptop from msi which has a RTX 3080 Laptop GPU in it. now for the first few months the laptop normally but all of a sudden 3 days ago the graphics card has become worse than a 700 series. note i have never used the card for mining but i do use the computer a lot

heres a sc of performance in rimworld which shouldnt be a hard game to run at all. it only runs at 100-120 fps when limit is set to 165. gpu hovers around 95.63% on the game but temps dont go up and memory is barely used.

ive already done a complete reinstall of windows and have updated to the latest drivers. is there anything i can do from here should i just send it for warranty

the gpu is locked at 210mhz for some reason and i dont know how to fix it

latest nvidia drivers? does it do that on all games? i play rimworld and they just released a recent update maybe that conflicted with your setup? reinstall rimworld after backup saves
