Laptop battery charging but not charging

Sounds like the old battery is worn out. Have a similar problem with my ASUS GT50 battery (original battery, 5 years old). I had Batteries Plus and Geek Squad test it and it would not hold a charge very well nor long, and when charged up it did not have enough amperage to run the computer more then a few (5-8) minutes.
If your new battery works, then get rid of the old one

There is the chance that you have a defective battery: Not un-heard-of with Lithium-Ion batteries. I would have a shop check the battery to see if that is the problem.
Also, is the new battery an Exact replacement from Toshiba, or an aftermarket unit by some other company? It could be the wrong battery. Since Windows can't see it when it is unplugged from the power-brick, it could be that the contacts on the battery are wired improperly.
If the battery checks out good, then the problem may be somewhere within your laptop.

That is a "maybe". I don't do very work much with multimeters so I don't know if they are able to produce a load on the battery. It certainly should tell you if there is any charge in the battery as long as you can find the correct contact points.
Do you live in the U.S.? If so the Geek Squad at Best Buy, or any Batteries Plus store, can check that for you; probably even a Radio Shack. None of those around? Try an electrical parts supply house/store (such as one that would supply parts to an electrician for a building project), they may be able to help.
Did you try Karsten's suggestion? Worth a try if you haven't done it already.

Try uninstalling ALL of the updates that you just installed. If that cures the problem, then do a manual install, one-by-one of the updates.
I have had Windows Updates mess up all kinds of stuff when they auto install. Also, I don't install them immediiately; I wait a few days to a week or more and check forums and other web sites to see if any problems have been reported before I install them.

Sorry, this is kinda off the topic, but the updates might be the problem. Let us know if you get a chance to test the battery.
Don't know where you are vacationing, but surly at some point or place you can find a PC repair shop that can check that battery.
