Question Laptop charger wont work even though it has 19v, how to fix it?

I have a 19.5 v charger for my sony laptop, one day when i boot up my laptop, it wont boot up, so i borrowed my friends laptop charger and the laptop did boot up. So the problem is my charger but the thing is, it displays 18-19v on my multimeter, yet the laptop wont boot up. So what is going on? and how should i fix it?
Btw the multimeter keeps reading 18.9v and then 19.3v and then it went back down 18.9 and then 19.3.

When testing with a multimeter there is load, it does not mean the power supply can deliver the correct voltage under operational load. As you know it’s the power supply I’d get a replacement.

Unplug the buzzing cord and try a different outlet. If the buzzing persists, use a voltmeter to measure the output of the cord.
