Question Laptop Coolers Ineffective?

I recently bought a laptop cooler to keep my Vega 8/laptop from overheating, but it seemed to produce hardly any air so I thought it was defective. Bought another brand and it's the exact same problem. The flow is so weak it cannot even move this hawk feather I set on it, is that normal? Suspicious, since some reviewers noted the air was so cold they could not keep their hands over it, exaggeration maybe, but still. Tried on several other laptops, same result.

Currently using a Havit HV-F2056

The biggest benefit of a lot of laptop coolers is simply getting the laptop off a flat surface and letting the laptop's fan and heatsink perform better. As long as that fan is causing some air movement it will be better than nothing.
 
Maybe it is the surface that makes the difference, but I've seen no results unfortunately. Whereas others stated it saved theirs from heat and component warping.

Not the best reference, but a video review stated "I can feel air good from 'this' high up." Mine diminished well below that. Probably the desperation speaking here, but could there be any settings I can adjust through my laptop that would be limiting the power consumption? Is it possibly a weaker battery?

If not then I am screwed :|
 
Okay so I'm a bit of a dum dum here. I had not elevated the cooler feet, which improved the airflow. I set the feather on and viola it moved! Sort of. It feels a little cooler now too!

I should note, this was mainly a problem with gaming, as this is my Moba/light gaming PC. Whether it'll actually be enough I'll have to test later, sorry guys :)
