Question Laptop CPU clock speed randomly throttling

Hello,

I recently found that, randomly, my CPU clock speed would throttle to almost half but if I unplug and replug the power cable, it fixes automatically.

I am sure the power is connected when these happens (check in Forza screenshot), so I am assuming something else is wrong with my laptop. Temperature is also fine, so could it be the adapter? Or battery? Or maybe the power management settings (which usually MSI Center app maintains, I suppose)?

restart windows

Yes, restarting also fixes it but it randomly happens again.

Thermals seems fine. Power usage it usually lower whenever this happens. You can also see that in the screenshots.
