Question laptop cpu /turbo lock problem

I have a new hp laptop, it has i5 8265 processor,it runs fine but when I play a game cpu downclock itself to 1.6 which is base speed but when
the load of the cpu reaches 100 or 90% it return to 3.7.
so is it a problem or normal thing in i5 8 generation cpu by the way its quad cpu.

Laptop CPUs tend to run at a higher clock speed only when necessary. This is done to keep temperatures and power consumption down. Your CPU isn't being fully utilized, which is why it does not need to boost higher until it has a demanding task that would increase usage to increase performance.

Now, are you saying it is normally running at 3.7GHz or only when it is at 90%+ load?

it run at 3.9 when utilization is 90+% or you are set your laptop in high performance and use google or normal stuff but when you open some games the cpu lock at 1.58 because the utilization is 20 / 40% but when the cpu utilization spike in games and reach 100% the cpu goes to maximum turbo mode in cpu cores which is 3.7 ghz, so what I want to know if the cpu is normal or laptop having a problem.

I have a new laptop, it's fine and good except for gaming. when I game the laptop use the nvidia driver which downclock mu cpu but when I use
intel uhd 620 card it doesn't downclock is it normal or not? by the way I am using high performance plan with the laptop plugged in.
nvidia card = mx130.

and what about the gpu?
could be waiting for the gpu
when I use my laptop in gaming it uses my nvidia gpu which make the cpu downclock to quarter is speed,
is that normal or not? to send it to the manufacturer.
by the way my cpu turbo speed in 4 cores is 3.7 and speed reaches 1.5
