That's what you get. 16 lanes cpu, rest split with chipset. Depending on the board vendor and actual chipset used, it can be less, and probably is, but only some will be used as storage available. Also have to take sockets into account, the M.2 socket either supports Sata or NVMe, and if it supports both, and there's multiple slots, populating one can disable the other or regulate it to Sata only. On board M.2 will be chipset bound, not cpu bound, those are dedicated to the pcie slot (gpu).
