Haha! I've the Omen 15 dc 1024, practically identical to yours.

If you have done a fresh install, then I'd suggest you download and install Omen Command Centre. The reason why is, it has some built in functionality that allows your CPU to reach max speeds without throttling. See how it runs after you install that. It has 3 modes, Comfort Mode (low fan speed), Default (for everyday tasks, but with lower temps and fanspeed) and finally Performance mode, which takes away all PL 1/2 and allow the CPU to reach max performance, and to hell with heat and fan noise. I'd say becuase you're removed Command centre, that is why fans are at full speed.

Most gaming laptops game around the 80-95c mark in terms of CPU temps. The Omen is no exception.

You can reduce the temps on your CPU by using Throttlestop or Intel XTU to 'undervolt' your CPU. This will reduce temps, this reduce fanspeeds, and further more will allow an all core boost of 4ghz to run for longer.
