Laptop hard drive with windows

Hey everyone, since I'm building a new PC, i'll need a new pc, and I was wondering if it was going to be possible if I had windows installed on my laptop's hard drive, be installed on a pc with no os.

If not, is there any way to get windows? Like from another PC etc.

Sorry for the noob question, but is it ok if I bought a USB optical drive to install windows, because my case doesn't support opitical drives.
