Can you recommend cheap laptop only for writing and internet with easy to modify hardware like replacing and upgrading built-in webcam, microphone, wifi, bluetooth, cpu and other parts.

I've never heard of a laptop which has an upgradeable webcam or mic. Wifi and bluetooth are generally integrated into a single chip which can be swapped out (but that's generally not needed unless something isn't working). It's increasingly common for the CPU to be integrated and non-upgradeable also.

I buy used HP G6s (2000 series) for my friends and family. You can get them for under $100 on ebay. Easy to take apart (for a laptop) ... parts are plentiful and cheap ... the ones with the AMD motherboards can take a A10 5750 quad core APU ... the harddrive connector is SATA 3 so ideal for SSDs ... has an optical disk so easy to change to a 2nd hardrive or a blu-ray burner ... 16 GB ram ... no issues with win10 ... we like them a lot.

What you want does not exist, but you can easily add most of those with external items, webcam and mic especially will be a lot better when bought on their own. Laptops are not made of interchangeable parts or to any specific standards for component size/shapes/connections, they often use custom shapes, custom connections, cables, etc.. They are not like Lego sets or like desktops.
