[SOLVED] Laptop Idling temp close to 99C with fans on high and low CPU utilization ?

What's the best way to fix this? I bought a used Dell Latitude with a 7th gen i7. When plugged into power, the CPU idles at <25% usage, but the fan runs the highest it can go, and my CPU temp gets up to 99C. However, when I unplug it, the fans start to ramp down and my temps go down with it. I can't just leave it unplugged though because the battery is garbage and it'll die within 5 minutes. Any suggested fixes? Maybe I could change the voltage or apply new thermal paste?

Thermal paste would be a good start. CPU probably draws less power on battery, so runs cooler. I'd re-paste and make sure all dust is cleaned out.
