Question Laptop not booting. No BIOS or codes

I have a Samsung ATIV Book 4 470R5E - 15.6" - Core i7 3537U - 8 GB RAM - 750 GB HDD. I tried to turn it on today and it did not boot or anything. So I plugged it in thinking it was dead and tried again. All that happened was the power and charging light came on and the internal CPU fan began to spin. I have tried hard resetting it and swapping / using one ram stick in the laptop. I tried and external display and still had nothing.

If anyone knows why it would not be booting it would greatly appreciated.

Well if there is not BIOS access its either a dead motherboard or the power supply is failing in which case it may not have enough power to start it.
