Laptop or tower build?

I have a 55" 1080p 240hz vizio tv. I wanted to build a tower to play games and stream live HD videos all at 1080p 240fps (highest quality).
But I started thinking that I'd like to take games on the road or on deployments so a laptop might be a better option, however I do want to be able to plug in my laptop to my tv using an HDMI cable and play games at 1080p 240fps. Is this possible? Please help, very new to pc gaming. Budget 1500$
 
Laptops aren't my field, however :
Don't want to sound hard here but you're aiming far, far too high, not even a massively powerful tower system could run fairly modern games at 240FPS, much less the less powerful mobile systems available.
Streaming is another matter, you'll obviously be limited by the transmission rate from your source more than your receiver system, most likely to 60FPS@1080 rez, maybe higher, depending on the source, but not 240FPS.
Plenty of laptops do have HDMI outputs, though, so it's perfectly reasonable (and quite common) to connect your laptop to an external display for a larger picture.
A <>$1500 (I'm assuming USA Dollars) laptop should be able to play even the most demanding games reasonably at high settings, meaning 60 FPS or more at 1080 rez but not at the highest settings, laptops at that price point just don't have the raw computing/graphical power to do better.
A custom specced tower will do better, but won't be very portable so I'm afraid you must make the choice: A slower laptop that is portable or a non portable but faster tower.

So then my question is, can I build/buy laptop for 1500$ or less and connect it to my tv and play games at 1080p with 60fps?
 
Yes, at least buy, you won't be able to build one.
Hopefully someone else with more in depth knowledge on laptops will chime in fairly soon and make some solid recommendations on make/model, like I said earlier it's not really my field.
One point to bear in mind is that gaming is power intensive, if you do go for a laptop type system and game on it 'on the move' away from mains power, you should look into purchasing an additional battery pack/s to keep the juice going.
