Laptop sluggish in balanced power settings

Hi,
I am facing an occasional problem where the laptop would become quite sluggish in balanced power mode if running in battery; but this does not happen when the lappy is plugged in. What could be the problem?

Its normal, laptop is limiting its resources because of the power plan. Else it will drain your battery.
What i mean is, that while unplugged its limiting resources.
Else it doesn't limit them , because it has enough power.
