Laptop super slow

So I have an Acer Aspire 5250. It used to be blazing fast and good for the price but some of they keys fell of and got lost. So we sent it back and they gave us a refurbished one but now thing thing is hella slow takes forever to load pages.. Freezes easily.. Can't watch any videos in fullscreen or in HD without lag and I used to be able to do that all easily even play minecraft on low settings fine. I reinstalled Windows 7 and that didn't help either. Any idea what it could be? I am guessing its a component is it the HDD or what is a very slow system a sign of? the HDD is 500GB and it has 4gb of ram and AMD Radeon HD 6320 Graphics along with a dual core CPU.
 
Well, it still apears very slow. The CPU is usually at 85% with only Chrome and task manager open. Nothing on chrome either. I tried watching a youtube video in full screen as a test, and the computer can't even handle watching a video in full screen at 720p. and CPU shoots to 99%. I remember before this laptop got refurbished it didn't have any of these issues.. We sent it in for refurb a couple years ago because the keys broke off. Wish I wouldve just dealt with broken keys at this point
 
Well, for one it's possible it suffered damage when the technician opened the laptop shell.. may be the keyboard or something inside the laptop.

Second, it's a weak processor... according to the passmark ratings, it's in same cathegory as the Intel Atom, Pentium D, AMD Athlon 64.. which is the cathegory of CPU after the Pentium 4...

And third, the amount of data a computer has to handle from the Internet increases a lot in a year, as well as programs... so it's expected that a slow computer will lose much of it's speed in a few short years. Obviously these causes are not what make the CPU run at 90+% but they contribute.

I'd suggest you try connecting another keyboard and a mouse and if possible disable the keyboard and touchpad at least temporatily so they will not interfere the USB keyboard and mouse. Use this program to disable keyboard and touchpad

First connect the keyboard and mouse, next check the device manager to be sure you find two keyboards and the mouse, and disable the built in keyboard and the touchpad. Next restart the computer and check for any difference... If there is none, re-enable the built in keyboard and touchpad, update their drivers and remove the external keyboard and mouse.
